 Medal Text: “Fleet-in-being is a term used in naval theory and warfare to describe a naval force that is so significant that it extends a controlling influence in its theatre of operations which cannot be ignored, forcing opposing strategies to change regardless of whether the fleet undocks or not.” – History of Naval Strategy, revision 9, Caldari Navy YC98. Awarded to LUMEN pilots who partook in an operation where significant victories were achieved through the assembling a fleet of such strength or advantage that the conflict was won through sheer presence- perhaps without ever needing to undock.

Awarded 4/16/YC 125 (2023) for the defense of the PNS Tatara in Elarel. Over 400 pilots prepared for the fight, nearly 100 in our fleet. Yet, deterred by our turn out and preparations, the fight did not occur. A skirkmish with assault frigates occurred with a third party.
